Try to sharpen the facial features in relation to the hair...or try to blur the hair to match the facial features. the hair is crisp, the face is a bit pixellated

Thanks pegleg. I've been limited by my sources. But I may retry with a different source. I did soften the hair, any additional sharpening of the face just adds to the pixelation and distortion at this point.
