Why does this story make Putin an astronaut. For NASA .

The original source was of a russian cosmonaut from the international space station. The pun was in the story title. "Putin tracks his pet dog from outer space." Just a play on words, instead of using traditional gps, he's going to go to the space station and watch him from there. NASA does work with astronauts from other countries, like Japan and Russia to name a couple.
