, no. It is the "add noise" filter with levels adjusted to make the spots more random and spaced, then blurred.

The right top part is a tad too dark, otherwise quality work

pretty cool stuff pegleg....maybe the lightning could use a couple shooters... for lack of a better word... nice chopping though
