This is where blending modes are critical. You need to experiment by messing with the flag layer's opacity and blending mode using the layer pallates- using multiply/overlay/hard light and perhaps even soft light (try em and see what works best) will help you retain the texture of the towers but also color it with the flag. A little extra tweaking of this top notch idea would turn this into a top notch chop.
