President Bush, in winning reelection, is contending that Americans are embracing his conservative agenda. He pledged Thursday to pursue major changes in Social Security and in the tax code as well as in medical malpractice awards. Bush cracked jokes during a press conference but also noted that he had not decided on any changes in his Cabinet for his second term in office.
