A full foot of snow well in the nation's capital while some parts of New York were buried under nearly 23 inches of snow -- the heaviest since December 1947. Airports in the region were forced to close and tens of thousands of homes lost electricity. Winds reportedly reached speeds of 50 miles per hour.
