Ambassadors from Russia, Mexico, Czech Republic, and other smoking diplomats were outraged when Secretary-General Kofi Annan announced a ban on smoking in U.N. headquarters. The Ambassadors demanded a legal ruling against Annan's decision without a vote from member states. Annan cited health and insurance reasons for the ban and urged voluntary cooperation.
