In the US you give vodka and teddy bears to new-born babies . An American baby would put the teddy in his mouth :- dangerous . So let's say they are celebrating Russia's nascent democracy as well as their reconciliation.

I think what Kiko means is that the balloons (and the flowers for that matter) are baby-themed. Though, I'd have taken some vodka after both of my births.
