Puppy Mills pictures

A puppy mill is a dog breeding facility where the breeding stock and/or the puppies are subjected to substandard conditions. Last November Missouri voters approved a controversial initiative statute controlling dog breeding facilities by a slim margin. This cartoon was my contribution to the debate.
