At first I thought it was some strange bubble bull, then I realized what statue it was and 'd. The suggestion I have if you want it to look like kicked up dust is to use blur or gaussian blur high enough so it doesn't look like faded circles. Or you could copy a jagged cut of the ground and fade/blur that and use it here and there (and you can stretch and rotate to make it highly varied).

It does look better dust wise, but next time, only blur the dust and leave the base picture as clear as possible (put the dust on a separate layer so that when you blur the dust, your basic picture stays clear) I am glad you got what I meant and can use it again.

aside from the great advice you got from Ganmerlad, i think you could greatly improve the picture if you made Obama's skin darker (curves and color overlay layer), it matches the matador's skin.
