Or was it to turn gun owners into the next cash cow. You know good and well that the gov is not going to spend 1/2 a billion dollars to implement 23 executive actions unless they plan on getting it back 10 fold in fees. No one knows for sure how many guns there are in the U.S. but the best guess is 200 million. So if they could milk the owners out of a few thousand dollars each year for each gun they could get hundreds of trillions of dollars to waste on something really stupid.
