18 years of missed chances to find kidnap victim

A lady called 911 in November of 2006 complaining that her " ... addict" neighbor had little girls and women living in squalor in his backyard. The officer told the neighbor that he would need a warrant to search the mans property and left. But if this officer would have just done his job and ran the guys name through NCIC he would have found that the man was a registered ... -offender on parole for kidnapping and rape and he would have needed no warrant.

How does someone get away with such a thing in a neighborhood like this, or anywhere considering the tech we have today? And how are we living in a country where the freaking 'Beer Summit' was going on while this woman was being held captive by a registered felon on parole in a residential neighborhood?
