No, I made it my own self from scratch, based lower part on an existing bumper sticker seen here-abouts.

Used the highest rez Tibetan flag I could find. Original Bumper Sticker has background such that the yellow border on the top, bottom and left side of actual flag are not apparent. I made the Hammer and Sickle Star outline in a CADD program, printed to PDF, snagged the image into MS Paint so it could go to BMP or JPG, saved as JPG and the brought into Photoshop and filled in the colors.
