It's sinking pretty fast, so here's the train of thought. It's Iranian President Mahmoud Ahmadinejad who is thought to be one of the hostage takers during the Iran hostage crisis, which happened under Carter's watch. He's not exactly a candidate for the typical congratultory shaking of hands, but neither is Castro, whom Carter made a formal visit to in '02. I figured if he was willing go that far, the possibilities were endless. Sorry for the vagueness of the chop.

Yes, You are right,He is Iranian President Ahmadinejad with President Carter, and it is the Iranian flag behind him. That was the tip off.
