| | The White House has announced that in order for a business in a particular country to be awarded a reconstruction contract in Iraq, the home nation of the business must participate in the Iraqi military effort. The European Commission has called this tactic a political mistake. The Commission did indicate that intended to research whether this position of the U.S. government might violate American commitments to the World Trade Organization. Other critics have stated that the position of the Bush Administration actually could hamper rebuilding efforts in Iraq. Presently, France, Germany and Russia are precluded from participating in reconstruction in Iraq.
