No, it's UAE President Sheikh Khalifa bin Zayed al-Nahayan, from a handout picture released by the Emirates News Agency WAM, 13 May 2007, showing the Iranian president arriving in Abu Dhabi. These folk don't seem to go in for the cute-kid-presenting-flowers-to-world-leader thing, so I had to make do.
