Cool fisheye or something or other. I remember you used a cool effect that took a skyline and circualarized it. This is like the inverse of that. Very neat. But what is exceptionally cool is turning the cloth into water. Effect or illustration. Congrads, Beautifully done

Thanks all, Aquarius = water bearer. Can't wait to see the new movie Inception too. Trailer here HS: water fx was a matter of using a water shaped brush, glass/ripple filters, multiple layers with different blending modes, lots of dodging and burning, and a pieces of a waterfall. I think the fastest/cleanest way is to use only using pieces of water images at the start, rather than at the end.
