Does the broken rusty sword represent the armed forces. The anchor (Navy) is broken, the bird, (Air Force) has a cut wing. Have the Canadians been cutting back on their armed services.

Good eye for detail, Azure Sky - the Canadians did cut back a lot, and are just beginning (supposedly) to rebuild and have been given more money. Right now we could probably defend ourselves against - a Boy Scout troop.
